Tendering for business from Link

The following information is provided to help all potential suppliers, contractors and service providers ("suppliers") to tender for contracts with Link.

It explains the legislation that Link must follow and outlines the procedures that apply when tendering for work with Link.

We encourage all sizes of organisations, including small and medium sized enterprises, to compete for business from us as we recognise that many small businesses are key local employers making significant contributions to their communities.

Standing Orders

Link's detailed procurement process of day-to-day goods, works or services is in accordance with its Standing Orders.  The contract values and methods are detailed on this page.

EU Legislation

Where the values are above the EU threshold, Link is required to follow EU legislation.  The thresholds are shown on this page.

The EU Threshold levels are fixed for 2 year periods, the current threshold being valid from January 1st 2010. The EU Thresholds are then recalculated by reference to exchange rates at that date and new EU Threshold levels will apply with effect from 1 January 2012 for the following 2 years (and so on).

Procurement activities within Link that are above the EU threshold (as well as below) are advertised on www.publiccontractsscotland.gov.uk. All opportunities above the EU threshold are automatically placed on the OJEU website. Adverts are also placed in various local papers and trade journals depending on the scale and value of the work.
